The sketch in Le Canard Enchaine showed a commentator in a nuclear protection suit standing in front of two multi-limbed and emaciated sumo wrestlers facing off against the backdrop of the plant The French weekly also published a picture of two people wearing nuclear protection suits holding a Geiger counter in front of a pool of water and saying that water sport facilities had already been built at Fukushima. The triple meltdown at Fukushima, which lies 141 miles (227km) north of the capital, was classed as a highest-possible level seven incident on an international scale, one of only two nuclear events ever given that rating - along with the 1986 Chernobyl disaster in the former Soviet Union. Japan's Chief Cabinet Secretary Yoshihide Suga said the government would lodge an official complaint with the magazine. "These kinds of satirical pictures hurt the victims of the disaster," Mr Suga told a news conference. "This kind of journalism gives the wrong impression about the waste water problem," he added. Since the triple meltdown the plant has continued to be plagued by problems, such as leaks of radioactive water from storage tanks and also concerns that water is seeping from damaged reactor buildings into the ground. Tokyo has insisted that it can resolve the many issues faced by the plant and has also pledged funding to build a frozen wall around reactor buildings to contain the leaks. During the Olympic bid process Prime Minister Shinzo Abe assured the International Olympic Committee that the situation was "under control".

Japan's, most, popular, animation, cartoon, for ,children, Popeye the Sailor Man is a cartoon fictional character, created by Elzie Crisler Segar,[1] who has appeared in comic strips and theatrical and television animated cartoons. He first appeared in the daily King Features comic strip Thimble Theatre on January 17, 1929; Popeye became the strip's title in later years. Although Segar's Thimble Theatre strip was in its tenth year when Popeye made his debut, the sailor quickly became the main focus of the strip and Thimble Theatre soon became one of King Features' most popular properties during the 1930s. Thimble Theatre was continued after Segar's death in 1938 by several writers and artists, most notably Segar's assistant Bud Sagendorf. The strip continues to appear in first-run installments in its Sunday edition, written and drawn by Hy Eisman. The daily strips are reprints of old Sagendorf stories.

Directed by Norman McCabe, who would later direct Tokio Jokio (1943) too, The Ducktators satirizes various events of World War 2. The title is a pun on dictator. The Ducktators is a classic example of wartime propaganda. It is notable for being a satirical allegory of dictatorship portraying Adolf Hitler, Benito Mussolini and Emperor Hirohito (or Hideki Tojo) as ducks and geese who take over a farm, while a dove of peace feels powerless to stop them. The trio run amok in the farm yard spreading lies and bullying the other animals. Near the end, after being trampled in a failed attempt to end the ducktators' reign peacefully, the dove of peace gets upset, and wipes the floor with them all. The dove of peace is a controversial character. He most probably represents the U.S.’s British allies. The dove of peace says "Have they forgot? 'Tis love that's right, and naught is gained by show of might." This is clearly a caricature of the British Prime Minister Neville Chamberlain, whose ineffectual policies emboldened the Axis leaders. Chamberlain is remembered for prematurely declaring that his appeasement of Hitler in the 1938 Munich Pact (here represented by a barnyard "Peace Conference") had secured "peace for our time." Later on, the wimpy Dove morphs into a pudgy, victorious Winston Churchill. The crazy rabbit with a long mustache at the end of the cartoon possibly based on Soviet leader Joseph Stalin. Overall, The Ducktators is a fascinating example of contemporary U.S. feelings towards its European allies. The cartoon draws to a patriotic close as the dove of peace sitting on an armchair, reminiscing the tale with pride to his kids. The final message of the cartoon states to the audience that if they wish to defeat the Axis Powers and bring peace to the world once again, all they have to do is to ensure the country's victory by buying United States Savings Bonds and Stamps. This is a wonderful positive propaganda piece that was designed to solidify everyone behind the war effort. The Ducktators remains quite possibly McCabe's strongest cartoon he directed. He nails every piece of political satire down to a tee, and for anyone that studies or has some extensive knowledge in World War 2 history, the parody is timeless. The concept of the political satire, with political figures playing as ducks and geese works wonderfully as a cartoon plot. Mel Blanc's use of vocal caricature on the ducktators are wonderfully exaggerated, and appealing; a rare gift you'll find little of nowadays. The ending with the U.S. Savings Bonds and Stamps poster has been rarely seen since the short was sold to Sunset Productions in the 1950s and syndicated through them (as Guild Films). (We uploaded to YouTube the original, uncut version of the cartoon.) HISTORICAL BACKGROUND / CONTEXT During active American involvement in the Second World War (1941–45), propaganda was used to increase support for the war and commitment to an Allied victory. Using a vast array of media, propagandists instigated antipathy for the enemy and support for America's allies. Patriotism became the central theme of advertising throughout the war, as large scale campaigns were launched to sell war bonds, promote efficiency in factories, reduce ugly rumors, and maintain civilian morale. As in Britain, American propaganda depicted the war as an issue of good versus evil, which allowed the government to encourage its population to fight a "just war," and used themes of resistance in and liberation to the occupied countries. In 1940, even prior to being drawn into World War 2, President Roosevelt urged every American to consider the effect if the dictatorships won in Europe and Asia. Films intended for the public were often meant to build morale. They allowed Americans to express their anger and frustration through ridicule and humor. Many films simply reflected the war culture and were pure entertainment. Others carried strong messages meant to arouse public involvement or set a public mood. The Mysterious Cities of Gold Cartoon Intro Opening Theme HD
The Mysterious Cities of Gold (太陽の子エステバン Taiyō no ko Esuteban, "Esteban, Child of the Sun"; French: Les Mystérieuses Cités d'or), is a French-Japanese animated series co-produced by DIC Entertainment and Studio Pierrot. The series premiered in Japan on NHK on 29 June 1982 and ran weekly for 39 episodes until its conclusion on 5 February 1983. Plot: In 1532 a Spanish orphan named Esteban joins Mendoza, a navigator, and his associates Sancho and Pedro, in their search for one of The Seven Cities of Gold in the New World, hoping to find his father. They are joined on their quest by Zia, an Incan girl, and Tao, the last descendant of the sunken empire of Mu (Hiva in the English dub). The series is a mix of ancient South American history, archaeology, and science fiction. The travellers encounter the Maya, Inca, and Olmecs during their journey. They discover many lost technological wonders of the Mu Empire, including a solar powered ship (the Solaris) and The Golden Condor, a huge solar-powered ornithopter (mechanical bird), capable of traveling vast distances on sun's power alone. They are constantly pursued by antagonists Gomez and Gaspard, who are also in search of the Cities of Gold. The Seven Cities of Gold were built by the Emperor of Hiva over fear of a global war which would destroy all civilization. Such a war did break out, destroying the Empires of Mu and Atlantis when they used the "Weapons of the Sun". The Seven Cities of Gold hold copies of books in their "Universal Libraries" as well as powerful artifacts, including the "Great Legacy", a portable fusion reactor. Reminiscences of this ancient story are present in Inca legends written on golden quipu, which only Zia can read. This triggers an obsessive quest for the Cities of Gold on the part of the Spaniards Mendoza, Gomez, Gaspard and Francisco Pizarro. Esteban seeks his long-lost father and Zia also seeks her father, from whom she was taken when she was seven and brought to Spain as a gift to the princess. She has a medallion just like the one Esteban carries. Tao seeks signs of his ancestors. He possesses an encyclopedia about their lost technology and a mysterious jar which according to the legend, only the high Priest of the City of Gold can open and proves to be the Great Legacy's cooling or control rod system. Mendoza, Sancho and Pedro are motivated by their search for gold, though Mendoza appears to be genuinely fond of the three children. The Olmecs are the descendants of survivors of the global war who hid under their mountain. Only their elite were able to survive, suspended in cryogenic hibernation. The Olmecs do not appear to be human - or if they were once Human, it is implied that they have horribly mutated from the fallout of the nuclear war that destroyed their ancestors. They are short, thin and have pointed ears and enlarged frontal bones. They are highly intelligent but devious and selfish. Led by their king, Menator, the Olmecs seek an artifact called the "Great Legacy" in order to power their cryogenic systems, as well as samples of healthy cells from the children in order to combat their mutations and their sterility. Their technology is generally inferior to that of the modern age, and they use weapons such as spears and swords. They maintain some elements of their advanced technological heritage, such as the stasis and medical technology used to keep the elite of the Olmecs in suspended animation until an opportunity arises when they can be revived, powered by what appears to be a geothermal power system. This power system is destroyed in an escape by the children and Mendoza, starting a frantic search by the Olmecs for the fusion reactor core (the Great Treasure) hidden in the City of Gold. They also have a single flying machine that appears to use very similar technology to that of the Golden Condor. It is armed with some kind of particle beam or focused heat weapon of great power. Eventually the Olmecs succeed, at great cost, in taking control of the Great Legacy. It begins to melt down without the moderation provided by Tao's jar. The resulting earthquakes and volcanism destroy the City of Gold. A world-threatening meltdown is avoided by the personal sacrifice of Esteban's father who, acting as the High Priest of the Cities is presumed to be dead after replacing the jar. At the end of the series Mendoza, Sancho, and Pedro, having salvaged some gold before the City's destruction, return to Spain - while Esteban and his friends set out across the Pacific on the golden condor in search of the remaining Cities.

The character was designed by Hank Ketcham. Unlike the earlier Private Snafu series, which was created as an instructional film series, the Mr. Hook one was created exclusively as propaganda to encourage Navy personnel to purchase war bonds. War bonds generate capital for the government and make civilians feel involved in their national militaries. At that point, the funds could be liquidated and serve as a stimulus to encourage consumer spending for the economy transitioning to peacetime activity. Exhortations to buy war bonds are often accompanied with appeals to patriotism and conscience. By the summer of 1940, the victories of Nazi Germany against Poland, Denmark, Norway, Belgium, the Netherlands and France brought urgency to the government discreetly preparing for possible United States involvement in World War II. Roosevelt's advisers favored a system of tax increases and enforced savings program as advocated by British economist John Maynard Keynes. In theory, this would permit increased spending while decreasing the risk of inflation. Secretary of the Treasury Henry Morgenthau, Jr. however preferred a voluntary loan system and began planning a national defense bond program in the fall of 1940... Three new series of bond notes, Series E, F and G, would be introduced, of which Series E would be targeted at individuals as "defense bonds"... they were sold for as little as $18.75 and matured in ten years, at which time the United States government paid the bondholder $25 Large denominations of between $50 and $1000 were also made available, all of which, unlike the Liberty Bonds of the First World War, were non-negotiable bonds. For those that found it difficult to purchase an entire bond at once, 10 cent savings stamps could be purchased and collected in Treasury approved stamp albums until the recipient had accumulated enough stamps for a bond purchase. The name of the bonds was eventually changed to War Bonds after the Japanese attack on Pearl Harbor on 7 December 1941, which resulted in the United States entering the war... Over the course of the war 85 million Americans purchased bonds totaling approximately $185.7 billion...
