In 2006, following the arrest of two African Americans—a teenager and a town councilman, Stratford launched community-wide dialogues on racism. Organizers established an oversight committee, Citizens Addressing Racial Equity (C.A.R.E.), to coordinate the efforts of groups that formed to work on action ideas. Stratford became one eight communities that took part in "Communities Creating Racial Equity," an initiative by Everyday Democracy to help communities deepen and sustain community change on issues around racial equity.
